New Mexico has a bitter gambling history. When the IGRA was signed by Congress in 1989, it looked like New Mexico would be one of the states to get on the Amerindian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King announced a task force in 1990 to discuss a compact with New Mexico American Indian bands. When the working group came to an agreement with 2 important local tribes a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that American Indian gambling in New Mexico was now a certainty. But when the new Governor passed the accord with the Native bands, anti-gaming groups were able to tie the accord up in the courts. A New Mexico court found that the Governor had overstepped his bounds in signing the accord, therefore denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, signed by the New Mexico legislature, to get the ball rolling on a full accord between the State of New Mexico and its American Indian tribes. A decade had been squandered for gambling in New Mexico, which includes Native casino Bingo.

The not for profit Bingo business has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico not for profit game operators acquired just $3,048. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Non-profit Bingo revenues have grown steadily since then. 2005 saw the biggest year, with $1,233,289 grossed by the owners.

Bingo is apparently favored in New Mexico. All kinds of providers try for a bit of the action. Hopefully, the politicians are through batting over gambling as a key matter like they did in the 1990’s. That’s probably wishful thinking.
